Man Charged In Fatal Crash

Police have charged a 29-year-old Hartford man with second-degree manslaughter, second-degree assault, reckless driving, operating under license suspension and failure to have sufficient insurance after he was involved in a head-on crash in which a passenger in the other car was killed.
