President Barack Obama says small businesses that participate in a proposed government health care plan could save a quarter on their premiums by 2016.

I've wondered if small businesses would be better off to pay the fine for not offering health insurance as opposed to paying half the premiums for their employees? It seems like they could pass the savings onto the employees who could buy health insurance off the open market. There's also the government market where people can compare different plans.
